I posted a question a while back regarding this same issue. Turns out that the issue is not fixed.

Basically we had to make the non administrator account an adminstrator everytime we reboot. Then change the power configurations. Then log off, take the user out of the admin group, and log back on.
This is the only way we could stop the monitor from turning off after a period of inactivity.
The accepted solution (which I though worked, but actually didn't) was to change the permissions on the HKEY_LOCAL_MACHINE\SOFTWAR
E\Microsof
t\Windows\
CurrentVer
sion\Contr
ols Folder\PowerCfg so that the non-admin account could "create subkeys" and "set values"
This does not work however.
Does anyone else know how I can fix this?
