lpt1 capture through windows

We have a Novell network (ver 3.1) and use a custom windows
program that needs to use dos to print drawings.  If I print
something, it will do nothing untill I go to a dos prompt
and do a CAPTURE q=xxxxx l=1 ti=5 nb.  Once I do this the
print comes right out.  There is nothing within the startup
scripts on the network.  There has never been and I still
have people who can.  I assume there is a file missing for
the people who can't.  How do I capture the lpt1 port in dos
and use the same print settings in Windows 3.1.  In windows
95 you can set the printer in lpt1 "properties" and it will
