Legally, not that I'm aware of. Besides, what good would that do you if you ever needed to re-install from scratch?

Also, if your system is running Windows 3.11, I doubt your system can actually run 95 or 98 reasonably well..

Win95 will run alright on a 486/66 or 486/100 with at least 16MB of RAM.  I have done it on a 486/25 with 8MB RAM, but it is very slow.  You can get a copy fairly cheaply from ebay.com or one of the other auction sites.  I have seen it in the $30-$40 range.

chewymon, they allow you to download Microsoft Windows 95/98 on E-Bay for $30-$40?

No.  People are selling their CDs.  Most likely because they have upgraded to Win98 or Win2000 and no longer need them.  I have even seen the Win95 upgrade on floppy disks for sale.

There are a few places where you can download Win95 and Win98 but as the comment said, not legally.

Be legal and buy a legal copy

PS: we are not allowed to post hacker info (or links to sites) where this can be found.
