The raid utility sees the VD's and they are working well. The problem is when I go to install the OS windows 2003 server the windows setup does not see any drives. I cannot figure out what the problem is please help.

Are you pressing the F6 button during the first part of the setup to install the RAID drivers? That is most likely the problem because setup can't access the drives without the correct driver.
