Ok I was out of the loop for awhile. The site had code for programming eprom for European cable descrambling. Thanks for the info Gravity but it still hasnt answer the question. All that I know is that HP seems to make some management hardware for cable companies, so Im wondering what kind of software they might have. Maybe there isnt a program of this type. Maybe its time to start a project to create such a program/emulator.
