Return to Normal Mode

Hi all,
I am getting a message: "You are currently running in MS-DOS mode. Do you want to return to normal mode, to run window applications again [enter=Y, Esc=N]?"

If I press Y it just reboots back to that message.
If I press N it goes to DOS.
If I type WIN then it just reboots back to the message.

Starts in Safe Mode ok, but I cant access the BIOS Settings (password required) and I don't know it.

If I put a boot disk in A:\ it doesn't detect it anyway.
If I press N it goes to DOS, but if I type fdisk /mbr it says its the wrong version of DOS

Anyone got any suggestions
