Notepad uses standard FON for display text. You need to replace
appropriate FON files to files with codepage 866 (DOS-cyrillic).
(I thing VGAOEM.FON, VGASYS.FON. Check for font "Terminal").
If I remember correctly, there was software "russificator" called
CyrWin. It has these fonts.
