Windows 9x does not support any MUI (Multi-Language User Interface), but it is possible to configure the IE (and parts of Windows Explorer) to use another language (kind of IE MUI).
Internet Explorer: Tools - Internet Options... - Languages... -
Right to the text "Menus and dialogs are currently displayed in English (United States)." you will see a button called "Change" (on 9x only!)
It will give you the chance to change the IE language. But other stuff like the Start Menu still stays in the "native" language of the 95 installation.

He had to install spanish windows version. Windows 95 does not have multiple language support, except keyboard, date and currency. It is not possible to change everything in control panel.
Possibly you will have to install english language windows version on top of current version.
