Can't restore Windows 95 from Packard Bell Master CD

I have a client who brought in an old Packard bell 100 MHz machine with Windows 95. He believes he inadvertently deleted some system files or folders and at startup a message is received that the registry or system.ini refers to missing device files windows\system\vmm32\ios.vxd and windows\system\vmm32\ios.vxd\ifsmgr.vxd. I checked and cant find a windows\system\vmm32 directory on c: so decided to skip messing around and just run the Packard Bell system restore floppy and accompanying Master CD.

When I boot from the floppy I'm given a number of options, the first of which is to restore hard disk from master CD, which I choose. Next up it requests the Format Number, supplied by the client, which is accepted. Next is the warning "Do you really want to restore drive C: - and I select Yes. Then a red bar appears at the bottom of the sdreen with the text "File access denied on Master1.lst. The only options are to retry, which does not work, or abort. Master1.lst is a valid file on the c: drive, which I can see.

As I don't have any Windows 95 install disks to hand, can anyone suggest a solution?
