Windows 3.1 is not an operating system - it's an operating environment. You will need to make the USB Flash drive DOS bootable and then you should be able to install Windows 3.1 Good luck in finding drivers though.

I've got it working beautifully. You have to use HP's usb format tool, and drive key utility as well. Then load on DOS 6.22 with the format tool mentioned above, throw the windows 3.1 files to the usb stick root, boot and type c:\setup.exe and away you go. The once installed upon boot type c:\win. Booting Windows 3.1 from USB= EPIC WIN!!!1

If your motherboard supports booting from USB device then there should be no issue
