Apache09, today is your lucky day. I figured out the solution to the problem although NOT the cause but because I was so frustrated looking for this I don't want to delete the question so I'm answering it here and I'll reward you the 500 points to keep the question on record for anyone else who might run into this issue.
First, to answer your queries (for anyone else who might be wondering), the drives are connected via USB (hence the 'shiny new USB 4 port PCI cards') and the results were the same regardless of how I connected them or when: If I turned them on one at a time or all at the same time the result was the same, one or more would always come up as 'write-protected'.
Again, as I said in the beginning, I've been beating my head against the wall over this for a few days now. Tonight I decided to try the only thing left that I hadn't tried and that was installing SP2 for Windows x64. I had opted not to update to this service pack because it caused problems with some of my security software during my initial tests (most pointedly because of the x64 PatchGuard system surrounding kernel mode drivers). But in a moment of desperation, I applied SP2 and lo and behold my drives are no longer coming up as write-protected.
