The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? File open and context menu delay

I have an issue where opening a file or simply right clicking a file (context menu) will be seriously delayed.  The operation will complete but can take anywhere from about 30 seconds to 2 minutes.  There issue is completely random and occurs for any file or file type on any partition or another physical disk.
I have reinstalled XP x64 SP2, disabled all unnecessary services and killed all unnecessary processes.  The context menu does not contain any entries which would access a location over the network.  I have defraged the disks with windows defrag and diskeeper, optimized the MFT, and have run chkdsk to no avail.
