defkamel is correct. The traditional XP/200-style logon screen was retired with Windows Vista.

Browse All TopicsI googled this and didn't come up with a solution. One of my users just got a laptop with Windows 7 Pro on it. I think the IT folks at the other entity in our consortium must have put it on for him. I joined it to our domain and now I see that if one wants to log on as someone other than the last user, one must click the "switch user" button then specify that user. One must also specify the domain like this administrator\LocalMachine

you can set the default logon domain in group policy so that it defaults to the domain you want.
It is in:
Computer config > Admin templates > System > Logon : Assign a default domain for logon
You can't change the logon window itself to make it XP style..
