The number of activations of a particular product key is tracked, and you'll be asked to phone Microsoft if a suspicious pattern is detected. Windows 7 can be reinstalled on the same PC as often as you wish. If Windows 7 is anything like Vista, you get 5 activations before you will be asked to phone Microsoft to explain and receive an activation key. During my testing of Windows 7, I've not been entering a key during the install phase. The system will run quite happily without a key, so you won't be required to activate until you are sure the install is good and valid.
Don't forget, with a retail box, you can only have one instance installed at any one time. One license doesn't entitle you to multiple installs or activations on different computers simultaneously. ;)
