Daemon Tools (here's one download site) http://www.disc-tools.com/download/daemon will load an ISO as a "virtual CD".

MagicISO has a free virtual optical drive utility:
http://www.magiciso.com/tutorials/miso-magicdisc-overview.htm

It works very nicely -- I have it installed on both the x32 and x64 versions of Windows 7.    It's not quite as full-featured as Virtual CD [http://www.virtualcd-online.com/ ], which I used to use ... but when I upgraded to Windows 7 I decided to try it rather than pay for the new version of Virtual CD, and I'm quite happy with its performance.    So it depends on what you mean by "... the best virtual CD program to use ..."  ==>  Virtual CD is better;  but the MagicDisc utility works very well and is free.

there is a freeware version of Alcohol.
its called Alcohol 52%

Alcohol 52 works fine on XP and Vista, but does not work in Windows 7.    I suspect that will be resolved in the next version, but since Windows 7 was one of the tags on this question, I didn't suggest it for that reason.    I use both Virtual CD and Alcohol on my XP and Vista boots;  but only MagicISO's MagicDisc in Windows 7.
