Windows Live Mail is part of a downloadable package offered by Microsoft which contains other software such as Messenger, a blog tool, etc. It is part of Microsofts attempt to a) stop adding so much bulk software to what is primarily an OS (which strikes me as odd since both Apple and Linux both use this as a selling point, with Apple using the "It just works" tagline and Linux using the "look how much free software we offer" and b) to stop upsetting European laws any more with attempts at monopolising the software industry.
