You can also go to (for instance) Power Settings in Control Panel:
Control Panel\System and Security
Right click on the Power Setting icon and select "create a shortcut".
That will put a shortcut on your Desktop which you can then copy or move to wherever you want it. Having said that, I find that using the method in my first post is the quickest way of finding utilities, programs, files, folders - just about anything!

Just press the Windows key or Click on the "Orb" and start typing what you're looking for.
In this case, if you start typing "pow" you'll see Power Options in the list which pops up.
