The second problem is that I do not have enough time to read all the options before the computer boots into windows. I remember studying a way to increase the wait time on this screen but I cannot remember it nor find the resource. How can this be done?

Hi there rbudj,,,
Firstly, this screen is called POST ( Pre operation system Test) where the PC start tesing each and every hardware and whether it is working or not . However, the time of this screen depends on how fast can this test be done .
Moreover, as far as I know generally you will have few options either to access the BIOS and make some changes or have the booting order changed if you are using a Network derive for booting example . I would highly appreciate if you can provide me with some more details about the brand of your PC , what can you see in this time if you are getting something so I can try my best to give you more help .
Best Wishes
You're right about POST akhafaf, but I believe it stands for Power-on self-test
