Not on a win7 machine at the moment, but I believe you can do that using the user control panel.
Also try the link below. It refers to the builtin admin account but should work for others. Change the name in the command.
They should have limited accounts with you as the only admin.
No need to bring up your account much as you can right click/run as admin an app within their account
after being prompted for your admin name and password.
It won't take long for them to figure this out depending on their age. Certainly a challenge ahead of you.
Win7 has many parental options availble too numerous for this post but it will benefit you to learn about them.
