Ctrl - Alt - Del twice in older versions of Windows used to bring up the login screen differently and then you were able to specify the Administrator Login ... but MS has done it differently for Vista and 7 -- here's a quick walkthru ... http://maximumpcguides.com/windows-7/log-on-windows-7-as-administrator/

If you mean \Users\Default\AppData  (not "Application Data"), then I have no problem accessing that folder on my system, which was updated to Windows 7 Ultimate from Vista Ultimate.  Right click that AppData folder and select Properties from the context menu that scrolls out.  Then click on the tab for Security.  It should list several items under "Group or user names", including: Everyone, SYSTEM, Administrators, and Users.  If you click on each item in that list, you should probably get these permissions:

Everyone -  Read and Execute, List folder contents, and Read should all have a check mark next to them in the Allow column
SYSTEM  - check marks next to each except Special Permissions
Administrators - check marks next to Modify, Read and execute, List folder Contents, Read, and Write
Users - same as "Everyone".

To change the permissions, choose the one you want to change, then click the Edit button.

Ok
Ctrl-Alt-Del twice does not work you only get to the screen which allows locking, task manager etc

As regards the permissions, it will only let you change permissions on folders you have access to
When I go into windows explorer the documents and Settings folder has a small padlock on the folder and in the users folders there are folders with a small curved arrow in a box, none of these folders can be accessed. This even applies to some of the folders in my user i.e Local settings

Any other suggestions, please
Gordon

of course ctrl-alt-del doesn't work, that's what I said -- there's a link there too for the current method for Vista and Win 7 to unlock the Admin Account since it is disabled by default, once unlocked it shows on the login screen ... VOILA!

Try the link above ...

In WIndows 7, as in Vista, Documents and Settings is not a folder!  It is a kind of pointer to the corresponding Users subfolder which is used in Vista and Win7; it is there to allow old WinXP programs that have not been updated for Win7 or Vista to continue to work as they did in XP.

As for the explanation of the padlock on the folder, see this page:

Ok
Have followed the instruction for unlocking the administrator as specified by TBK-Consulting and VOILA!

Am still puzzled that there are folders that cannot be accessed., will now read LeeTutor's link

This might possibly help (it helps when folders are locked and can't be deleted)...have you disabled UAC prompts, turn this back on to always notify and restart and then try accessing the folders.

by: senadPosted on 2009-11-07 at 18:13:11ID: 25769113

Padlock's - Basically it's just there to state that the folder has restricted access to anyone but you.

by: GiaHughesPosted on 2009-11-08 at 09:04:01ID: 25770999

Hi
What is meant by UAC?
Gordon

User Account Control

Control Panel >  User Accounts and Family Safety > User Accounts > Change User Account Settings

by: GiaHughesPosted on 2009-11-08 at 09:31:05ID: 25771098

Ok
I am already set up as Administrator
How do you disable UAC promts,  If I put UAC in the search, I can get the user account settings, which allows for a setting between Always Notify and never notify. I would understand these setting determine whether the administrator dialog box comes up, but how does this affect the folder security?

Once I had a problem where I upgraded to Windows 7, and when I plugged in my external hard drive which I was using on XP, there was a locked update folder from when a update that must have extracted to the external hard drive. I had to put UAC on it's highest setting to enable me to remove the folder.

Just thought it might be worth a shot :S

Well, yesterday you said you would now read LeeTutor's link.  Did you?  At the bottom of that page, there is this explanation of the one who asked the question in that link:

Just found out why it's there, it's do do with sharing, I just changed my user account folder share settings to everyone and gave full control and then the padlock disappeared.

Basically it's just there to state that the folder has restricted access to anyone but you.

by: GiaHughesPosted on 2009-11-08 at 10:22:47ID: 25771278

Hi
I have read the link
But do not know how to access the user account folder share settings
Gordon

by: LeeTutorPosted on 2009-11-08 at 10:26:19ID: 25771285

What is being talked about with "user account folder" is, of course, C:\Users\<your account name>.  You right click that folder, select Properties, and then go to the Sharing tab.

GiaHughes, any feedback?

by: GiaHughesPosted on 2009-11-12 at 12:08:51ID: 25808331

Ok, thanks for sticking with me LeeTutor

I can log on as the system administrator
But still cannot access certain folders that I would expect to, like application data, local setting
Varioue folders around the user directories
Is this a standard vista/windows 7 security issue?
Never had the problem accessing, say the local  settings folder
So do not know if I will get anywhere with this part of my question

As I said, there are some "folders" in Vista and Windows 7 which are not really folders, but are instead pointers used by the system to the new name or location of what Vista or Win7 uses instead;  the pointers are there in order to help old programs that have NOT been updated to work in versions of Windows past XP.   The "access denied" message comes because those "folders" (usually only visible when "Hide protected operating system files (recommended)" in Folder Options is turned OFF.)  Those "folders" (which are really what is called Junction Points) usually have a little shortcut arrow in them.  Examples of such folders are:  Documents and Settings, Application Data, Local Settings, Cookies, Nethood, Printhood and others.   So, for example, Documents and Settings is not really a folder any more on Vista or Win7.  It's there as a "link" used by the operating system so that old XP programs that reference that folder rather than use system calls to get the new Document subfolder under Users will still work...

Documents and Settings is now a "junction".  See this page for a bit more info:
