Can I buy Windows 7 Ultimate as OEM and install on my new laptop?

I found this online vendor of OEM software:

http://outletdownloads.net/

Seemed quite reliable. I will buy a new laptop, but the problem is almost all laptops comes with Windows 7 Home Premium preinstalled (and I need Windows 7 Ultimate). So I wonder about two things:

1. How safe would it be to purchase the Windows 7 Ultimate from this OUtletdownloads?
2. Wouldn't it be completely in order to do this, as my laptop will be brand new? I just buy Windows 7 Ultimate and install on my new laptop, writing over the preinstalled Windows 7 Home Premium?

If I go for this OEM software vendor anyway, take the risk, the moment I will discover whether it's pirated or not will be when I do the first Windows Update: if that fails the OEM OS was pirated, if it doesn't fail it would mean this OEM software is OK.

I could do this, and have some other online OEM software vendors as a backup if the first fails.

Thanks Darr247, that's a really good advice! Would be so much easier to have it installed from the beginning. If I then get a factory image would be super! Will ask them at http://www.dell.com/hk/en/p/inspiron-laptops if I can get one with 7 Ultimate now.

Who adds laptops to Windows domains? In this context, at least.
Someone who post on experts exchange and has a domain or lab setup at home maybe?
I need Ultimate version so I can switch to Swedish menus. Anyway, the most safe would be to purchase directly from Microsoft Store:

Even though it's more than three times more expensive than OEM, it would be worth it, considering it's the OS itself. And I even get both 32-bit and 64-bit for this price, plus add a little for the backup-DVD.
The safest is the anytime upgrade. You can purchase it directly on your laptop for significantly less than the full version. If it is an oem build it will have an anytime upgrade option and they will send you the key. If you need it later you can download it from microsoft. For that price you could get a free partner account an action pack subscription for a little more and get 10 useable copies for internal use of office 2010, 1 Windows 7 ultimate, 10 Windows 7 professional, and most of the server and productivity suites.
Windows does carry a cost, this is how MSFT makes their money.

The problem with Upgrade Anytime is that it's limited to a few countries (Japan is the only Asian country). And I'm not certain it would work with upgrading from a proxy server/my VPN provider.
Can you try with an unproxyed connection to the Internet?
I don't get it??? If I try with unproxyed from mainland China, wouldn't the chances be nil? Whereas if I choose a proxy in US it might work?
I did not know from where you would be trying this. I am not sure, but ii is worth a try. If I recall correctly Anytime upgrade does offer a physical media option as well.
The salesman for www.fortress.com.hk that I spoke to two days ago said that he would take me to a neighbouring software vendor to purchase an upgrade license (from Windows 7 Home Premium to Windows 7 Ultimate). So it sounds like I might be able to get the upgrade directly in Hong Kong, perhaps even the physical DVD.
For the money being put out, I would like to get a physical disc of some sorts.
I got it all sorted out the best way: Bought a new Dell laptop at a renowned computer chain store in Hong Kong, and the salesman installed Windows 7 Ultimate for me for only around US$ 150.
Glad to hear it all worked out.
By the way, it was an Anytime Upgrade that I purchased and that the salesman installed for me. So it seems it worked in Hong Kong, even though the official information about Anytime Upgrade is that the only Asian country it works in is Japan.
I think Microsoft would be amiss to not include the Asian market for this product.
