Windows 7 issues with alt ctrl del / locking up

Hi - I have an issue with a Windows 7 home premium laptop, that when i boot it up, and i can see the desktop, if i hit alt/ctrl/del i can see task manager and everything appears fine for a few minutes. but after that, if i do the same alt/ctrl/del i get whats displayed on the attached pic. The header says "failure to display security and shutdown options"  - the logon process was unable to display security and logon options....  - the computer basically locks up at that point, and I have to press the power button to shut it down. If I go into safe mode, everything works PERFECTLY. I can see task manager, and run everything just fine, but only in safe mode. I've run virus scans, spyware scans, and it did find some stuff, but cleaned it. Again, SAFE MODE is fine! I also read something about resetting the Winsock, I did that, and it still does the same thing. There are many applications on this laptop, and I dont want to reinstall the OS if its at all possible, Any help would be appreciated!

hodgem--If this is something recent, try a System Restore to a time before the problem started.

Scan for viruses and malware.

What happens if you use Control+Shift+Esc to reach Task Manager?

If these simple solutions do not help, you may have to run a Repair Install.

It should not affect your personal data or installed programs, but it never hurts to back up first.

There are other possible fixes.  It took three pages to define that a program in msconfig in Startup was causing the problem
