Cisco VPN device driver Windows 7
I have a Cisco VPN adapter in device manager that is disabled until the VPN is run. This is causing problems as we are also using SmartID for smartcard authentication, and the smartcard software is erroring whilst the device adapter configures itself - the adapter goes hunting Windows Updates.
Does anyone know how I can permanently enable the Cisco VPN in device manager - it disables itself in device manager on reboot.

You can't. The Cisco VPN client respective the service does that. You can, of course, change the service start type to "on demand", enable the device, and then be happy until the next time you need the client ...

I know that tool very well - but that is only a temporary fix, and what I meant with "enable the device". The Cisco Client or the service should reset the state, at least after disconnecting.
For the cisco you need to disable ICS.

Just to note you can also disable ICS completely through services.msc
Click start then type in services.msc hit enter then double click on Internet connection sharing select startup type to disabled.
Reboot try again.

As I said, I put that command into Run and it provides a permanent solution as it enables the device driver at every boot. the driver enables immediately and people are able to use the SmartID smartcard software without error. There is nothing temporary about it. It runs at every boot.
No doubt it works after booting, but does it still work once having used Cisco VPN (and not performed a reboot)?

Yes it does. It is the initial runing of the driver that cuases grief. I have tested it against three newly imaged laptops and it works, and continues working without a reboot.
