Poss Malware: All browsers slow, 500k corrupt downloads, etc.

I have something that has me stuck.  I have one user that is having a connectivity issue that i'm not sure if it is due to malware or some sort of OS corruption.  I will give a list of symptoms, what i've done so far and the DDS report.  Thanks for any light you can shed.
Symptoms:
1.  All browsers painfully slow.  (IE11, Chrome, FF, Comodo Dragon)  Usually take 10-30 seconds to load a page.  Sometimes the pages won't load at all.  Google and Facebook always seem to come up just fine.  Even browsers in safe mode exhibit this.
2.  This problem goes away in Windows Safe Mode with Networking.
3.  PC takes a long time loading on the initial bootup.  Strange for a 16GB RAM/4th Gen i7 machine.  Dell Optiplex9010.  CPU and RAM are ultra low at these times but hard drive activity seems to be pegged.  
4.  All downloads through a browser get cut off at around 500kb.  So unless its under 500kb you have a corrupt file.  
5.  Most of the time virus scans like Trend Micro and Malwarebytes won't run unless in safe mode.  There have been a few rare times where they did run.
6.  This behaviour does come up on new profiles created on the machine.  
Done so far:
1.  Run Trend Micro full scan = nothing found
2.  Run Malwarebytes full scan = nothing found
3.  Can't get eset online scanner to run, even when i DL the .exe from another system and transfer.
4.  Stinger64 = nothing found
5.  tdsskiller = nothing found
6.  Installed and configured EMET 4.1
7.  Lastly ran Kaspersky Rescue Disk 10 in a pre-boot environment.  Found 2 things:  
"Trojan.win32.vilsec.cfxy" in 7zipfree_8675.exe
"not-a-virus:AdWare.Win32.Hao123.a" in hao123inst-egypt.exe.  Install for software called Format factory.  
  Kaspersky said it deleted those files and on subsequent reboots i have not found any trace of them.  But the problem persists.

In internet explorer, open Internet Options, go to the Connections tab and click on LAN settings.  Is there an undesired Proxy server specified in there?  If so, uncheck that box or change it to the proper proxy and hit ok, then hit ok on Internet Options.  Let us know what you find.

I will give the "disabling non MS services" a go as soon as i can.  I checked the LAN and proxy setting for each browser, including the MS Internet Options and it is all normal = "Automatically Detect Settings".

That model usually has an SSD as the boot disk.  What is the boot speed?  When the machine boots up, and the windows logo starts to appear (come together) does it come all the way together, or does it start booting to windows before completing (it shouldn't complete if it is an optimized SSD)?
The boot disk is a mirrored array of regular hard drives.  The SSD in the mix is just an addon used for video and photoshop rendering.  (It was added by me after market.)  Boot time has been inordinately slow at times, but it is variable.  Sometimes it takes a long time to boot, other times it's normal.  I will run some hardware diagnostics as well.  But there were signs of malware-like behaviour, so i wasn't sure which it was.  Although, i'm not quite sure the two things i found in one scan weren't false positives.
It doesn't look like you have tried running chameleon yet.  download MBAM chameleon at www.malwarebytes.org/chameleon. Unzip the fiolder. Run the <where you downloaded it>\mbam-chameleon-3.1.4.0\Chameleon\Windows\svchost application.  This will trick any malware into thinking something else is running, kill known rogue processes, update MBAM and run a scan.

Thanks for the good suggestions.  I've tried all of those in times past save for roguekiller.  For some reason our Trend Micro suite doesn't like it.  But i tend to put a fair amount of faith in tools from Bleeping Computer.  I've seen Combofix clean out PC's that i thought were goners.
Yeah, for some reason trend just started blocking it.  I turn trend off and run it.  I run Trend Worry free business advanced :)
Apologies on the delay.  Been trying to work these suggestions into the guy's work load.

Was able to run Malwarebytes Chameleon.  It found NO problems after being able to run the scan thanks to Chameleon.  

Malwarebytes still fails to run normally.  I'm suspecting it is due the same problem that is limiting downloads to around 500kb and thus preventing Malwarebytes from updating.

Thank you guys for the input and help.  Ultimately not sure what happened here.  But the only way to be rid of this is to shoot it in the head.  If i happen to find out any more useful info before i pull the trigger i will for sure post.

If you are going for a reimage or reinstall of the os and then reinstall of apps, use DBAN (Darik's Boot And Nuke) first to make sure you wipe out everything.  You can use the autonuke command on boot up.
