Can't open facebook. Proxy server problem

Machine got a driveby infection of Search Protect from MindSpark.  Got all, I thought, of the brower settings back to normal, and seem to be able to open any site but Facebook.

Noticed in both Chrome and IE in settings the box to use a proxy server is checked every time I look at it, even though I keep unchecking it.  The Proxy Server specs are pointed to the loopback address, 127.0.0.1 and port number 49198.   I opened Network in Charms and there was a Proxy listed in in the sidebar.  I unchecked it there too. and then, again, in the browsers.

This is a Win8 Lenovo NB.  
I can't find the Network\Proxy on another Win8 machine, a DT, though.

Questions include:
 (1) is the proxy box being checked causing facebook not to open?
 (2) What keeps flipping the proxy box to be checked?
