error starting hyperv machine management service on windows 8.1

I have a laptop running windows 8.1.  I just updated it to 8.1 pro and installed hyperv from the windows add services panel.  I went to the services management panel and tried to manually start the hyper-v virtual machine management service, but it fails with error 1053 (one of the most useless error MS reports).

any way, I'm stumped.  I'm new to windows 8 and any help to get this running would be appreciated.  BTW, does it matter is IIS web server is installed or not?  I don't want to uninstall it if I don't have to...

There are settings in the BIOS under CPU to run Hyper-V. Did you enable these settings?

Agreed. Enable Virtualization Acceleration features in the BIOS.

yes, the settings in the bios have been enabled.
Did you enable both sections of Hyper-V?  Management and Platform?

Try running DISM to repair your machine:

Open cmd.exe with Run as Administrator.
DISM.exe /Online /Cleanup-Image /Scanhealth (takes 15 - 20 minutes).
DISM.exe /Online /Cleanup-Image /Restorehealth (takes 15 - 20 minutes).
Restart the computer and test.
both management and platform are enabled for hyper-v.
opened the command prompt as admin and ran both dism commands.  both returned success.
restarted the computer.

the hyper-v virtual machine management service fails to start with 1053 error.
Since DISM did not solve the problem, your upgrade from Home to Pro may have had some issue.

At this point, you could try VMware Workstation (I use this on my Windows 8.1 machine), or if you need to / want to use Hyper-V, you probably need to consider backing up and reinstalling Windows Pro 8.1 fresh. It might be worth it long term to get a Windows 8.1 Pro 64-bit DVD from Microsoft.

 Uninstall current Hyper-V role
- Reboot
- Control Panel - Regional and Language Options
- Currency Format: English (United States)
- Location: United States
- Keyboards and Languages: Setting "English (United States) - US" as default, then deleting the others
- Administrative: Change system locale to English (United States)
- Administrative: Apply
- Administrative: Copy to reserved accounts - Default user account AND system accounts
- OK / OK
- Reboot
- Install Hyper-V role again
Philip, I tried your suggestions also without success.  the service still fails with error 1053.

Error 1053 means "service did not respond to the start or control request in a timely fashion". So please try to start it manually, will that work?

No need to reinstall or refresh, yet. If you feel nothing helps, do a repair installation from within windows, called inplace-upgrade. With refreshing, you would lose all your program settings and all your self-installed applications, not with the inplace upgrade.
same error when starting the service manually.  I will try the repair installation this evening.
