How to disable Security on an iPAQ (Mobile 5)

I have been having problems with Cab files downloaded and installed on my iPAQ (Mobile 5)
Sometimes I get a dialog saying that the file is not signed, and sometimes the application says that certain files are not found.
I suspect that this is a security matter.
I downloaded a Security Configuration manager from http://www.microsoft.com/downloads/details.aspx?FamilyID=7e92628c-d587-47e0-908b-09fee6ea517a&displaylang=en but I can't get it to connect to my device even though I have ActivSync running!
