Windows Mobile Device Management Question

We are looking at distributing smartphones to our field staff. This will require an enterprise device management solution. We are looking at Symantec's management product and will possibly be looking at Microsoft's Mobile Device Management software.

So far the issue I have with these products is there is no way to allow a user to make a call on a device that has been locked due to inactivity (answering a call in this scenario is fine). In order to make a call you have to unlock the device then make the call. I know that with the Blackberry you can set a policy that allows the use of the phone even though the device is locked. Depending on the situation the need to unlock the device to make a call could be quite cumbersome.

Does anyone know of a good mobile management package that will allow you to lock the device due to inactivity but also allow the user to use the phone to make a call while the phone is locked?
