The solution led me in the right direction but did not specifically detail the fix.

This stopped working for some reason and I cannot find any resources to address this. Here are the steps:
1) On mobile device go to messaging.
2) Highlight the message you would like to move.
3) Select Menu > Move > Highlight subfolder under Inbox and click Select button to choose. The message should move to that folder then after sync the message will disappear from the mobile device (this is the expected behavior).
In this user particular case, none of the subfolders display under her Inbox during step 3, so she cannot move anything to them. This worked before and now it does not. Any ideas how to affect this behavior?

Are the sub folders select to be sync? In Active Sync you should be able to select the folders that you sychronize.
