1. Embedded VC++ - works only with WinCE versions < 5.0, ie PPC 2003, 2002 etc - recently can be pronounced dead
VS2005/2008 - Standard Edition at least to be able to work with Smart Device projects - this works quite nice, and if you have the SDK from the vendor (for Windows CE in particular) then it will work too.
2. Look at this site for WinCE 5.0 emulator and VS2005/2008 - it's not trivial, but seemed people got it working
