Vista Cannot join domain of Server 2003 - odd result

Windows Vista - Windows Server 2003
This is the 3rd computer in the new domain. The other 2 computers (Windows XP Pro) work great.
The Current computer I am using Crashed and I thought it would be a good idea to install Vista.
I left the IP the same (192.168.2.16) and the DNS is still pointing to the Server.
I can access/Ping/Browse the servers files and even connect to the exchange server (also on the same server)

When I try to commect to the domain with the domain being "DOMAINNAME.local" it tells me
"An Active Directory Domain Controller could not be contacted.
Ensure that the domain name is typed in correctly."

When I type in "DOMAINNAME" (no .local) within 3 seconds a username and password dialog box prompts. the username and the password; They are both correct.
It takes about 10 seconds and the SERVER WILL ADD the computer to the AD Users and Computers. BUT
The computer name shows up with an X (Disabled).
I have tried deleting it. resetting it, changing names, changing workgroups/computer name, Disabling firewalls, different network cards, changing the switch,
I have done all the Vista updates and Server updates

If i try to connect more than once with the same crediantials; The Server recognizes that that computer exists and says that "The account was created with a different set of cerdentials".

I am not connected to a network drive, I am not connected (anymore) to the exchange server.
My Forest and Functional levels are 2003 Server.
DC Diag tests all passed
I have Exchange on the server.
All updates are done.

(Error message when logging on)
The following AD DCs were identified by the query:
SRV2k3.DOMAINNAME.local
Common causes of this error include:
- Host (A) records that map the name of the AD DCs to its IP addresses are missing or
contain incorrect addresses.
- Active Directory Domain Controllers registered in DNS are not connected to the network or
are not running.

(When Trying to Log Onto the domain)
The join operation was not successful.  This could be because an existing computer account
having name "PCNAME" was previously created using a different set of credentials.  Use a
different computer name or contact your administrator to remove save any scale conflict in
the count.  There was;
