VISTA cannot connect to XP machine on home network

XP (Pro) can see VISTA machine as icon in Explorer. Clicking on icon produces error message about not having permission. Network is configured as LAN, connecting to each other and internet via Ethernet router. VISTA machine can see only routers as icons. Neither machine can ping the other, in fact ping seems to be disabled on the VISTA machine. Both machines are shared. On the VISTA machine, Network Discovery is ON, and Password protected sharing is OFF. Both machines have the same username, password, and workgroup. VISTA machine is using TCP/IPv4. Both machines have assigned IP numbers.
