'Documents and Settings' does not exist in Vista.
Do you mean the Users folder?
You need to 'take ownership' of it before you get 'rights' to access the file/folder.

A lot of them are junctions (hard links) to the real folders, and for some reason won't open properly. Maybe they're just intended for internal system access.
