Various parts of Windows Vista functionality is broken

In the last week I've had some serious trouble with Vista. I'm getting event id 7031 & 7034 error messages with at least 10 services I've counted so far that unexpectedly terminate. I applied SP1 Release Candidate v.668 to see if it would alleviate any of these problems, but it hasn't. Some of the visible symptoms:

Network and Sharing Center: No devices shown only Unknown / No such interface supported
System Control Panel: Under System Section, Rating is unavailable (there is no option to rate my system anymore), processor and Memory are "Not Available"

Services that crash:
SSDP Discovery
Host Process for Windows Services
Windows Time Service
Secure Socket Tunneling Protocol Service
Network Store Interface Service
Workstation
Function Discovery Resource Publication Service
COM+ Event System Service
Network List Service
UPnP Device Host Service
WebClient Service
SL UI Notification Service
Terminal Service
WinHTTP Web Proxy Auto-Discovery Service

Event ID 1048: LSM, unknown error, "No such interface supported"

Network Diagnose and repair doesn't fix anything either.
Ran sfc /scannow and nothing was fixed.

It is almost as if permissions or security isn't right or working. Sort of like when you run a service as a user but have a bad password. I feel like whatever is wrong lies with Vista security-- never have I seen a problem like this with Windows 2000, XP or 2003. Any ideas?
