Right now my CPU use is 19 % physical memory 46 % but the computer still runs poorly. Under processes, nothing is using much CPU

The best things that I'm using to monitor what is taking my PC performance is the task manager in that time when my PC is slow down after that I can know what is going on my PC, sometimes there i no problem and just my Antivius is scanning my PC or one of my opened webpage is hanged and so on, Or there is other problem, Just try to monitor your PC in problem moment.
And if you want to increase your PC performance try to use TuneUp and TrackEraser softwares to clean your system.

Your HJT log looks OK.
Try going into msconfig (start - run - msconfig) and disable all startups. Go into services, check "hide all ms services" and click disable all. Reboot.
If the pc is now functioning normally, you will need to go back into msconfig and re-enable startups and services until you find the culprit. (Start with av software...)
