Windows Explorer Not Starting

I am working on a machine, and WIndows Explorer does not start at all. The machine boots up just fine, but then only "DOCUMENTS" folder opens. I need to open TASK MANAGER to and run new task to start explorer.
I don't want to wipe the machine totally....yet.
It's Windows Vista ultimate.
Anti-virus does not detect anything (updated virus definitions)
Ad-Awar or SpyBot does not detect any problems.
