Blotchy, Pixelated Desktop Background in Vista Ultimate

I am running a new Toshiba Satellite Notebook 17" widescreen with a centrino duo processor and 2G of RAM. I have Vista ultimate.
About 2 weeks ago, when I booted up the PC, the Vista background, sidebar background, and start button background (ie when expanded) have become blotchy and pixelated. Other programs like Word, Outlook and IE are functioning fine.

I have tried repairing Vista, adjusting my display settings, even setting the background to a solid color, disabling Aero, and updating the Graphics driver. Nothing seems to work. Since it's not happening in all programs, I am assuming that it is NOT a hardware issue.

Any advice/info is greatly appreciated.
