The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

  • The Grade of the Solution
  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. As a member of Experts Exchange, you are able to cast your vote on the quality of the solutions in regard to how complete, accurate, helpful and easy to understand each solution is. When you provide your feedback, each rating is adjusted accordingly. So, if you see a solution that has a poor rating that you think is a good solution, let us know by rating it. As you do, the rating will be adjusted and will become more accurate for other members of our site.

If you have any suggestions that you would like to make for our rating system, please ask a question in the Suggestions Zone of Community Support.

Thank you!

Windows Vista: Modem won't dial
Tags: modem, vista, dial up
I have a Toshiba notebook pc a few months old that I haven't used the dial up modem on before. I set up the connection ok, but when I open it and click Dial, nothing happens.

The cord I've used to plug in the modem has been tested, as has the phone jack. The speaker for the modem is set to be on, but I don't get to hear a dial tone. When I click Dial, there isn't time to get a dial tone anyway - it just brings up a Failed to Connect message instantly.

In the Device Manager, Windows says the modem is working properly.

Can anyone suggest a way to get this working?

Do you have any spare computers with modems around to test that line with?  (Make sure it is an ANALOG line!!)

Kind of - I have a desktop PC set up at the other end of the house which uses the same phone line (different jack). It's definitely an analog line.

The desktop PC connects to the internet with no issues. I will try plugging the laptop into the exact phone cable normally used by the desktop PC, though I think that's unlikely to help find anything useful.

In the meantime, any other suggestions are welcome!

There you go..  we just need to verify if that modem is working or not..

Have tested notebook on the phone line that I know works for the desktop PC, and it doesn't work.

Trying to connect a different way on the notebook gives an "Error 633: The modem (or other connecting device) is already in use or is not configured properly". Looking at the "Toshiba software modem" in device manager gives an option under Diagnostics call Query Modem - doing this gave an error "The port that the modem is using is currently open by another application. Exit any application that may currently be using the port". The Query Modem option for my desktop PC worked ok. The modem on the notebook is using port Com3.

It seems likely there's a conflict on this port - any idea how I can find out what it's conflicting with, or how I can change the port? There doesn't seem to be an obvious way to change it.

First thing I would do is to Uninstall the modem via the Device Manager, then reboot..  upon redetection, it may just solve the problem by itself...  other than that, do you have anything else on this system that may be using the port, like a faxing software?

You might also check in the DM under Ports and see what is using the Com Ports..  Another place to Uninstall and Reboot...

I ended up finding how to change the COM port and that fixed the problem (before seeing your last comment). Are you happy with a C grade? If so, I'll accept your answer. Thanks for your help though!

Yea, I don't worry about grades here..  been here too long to loose sleep over them..  :)

Glad you got this worked out though..  One thing, you might want to link to any pages you found that show how to change COM Ports in Vista, if you still have them..  (Been a long time since I had to change them myself)  This way, some other user with the same problem will have a map to discovery!  :)

have a great week, Terry!

This page shows what I did, though I managed to find it by myself by just working my way through all the modem settings...
