Cannot start Diagnostic Policy Service. Error 5: Access is denied

Using Lenovo x61 tabletPC Vista Business sp1.  

Getting error trying to connect to network: Diagnostic Policy Service not started.   Error 5: Access is denied.   Using admin account, cannot start the service.

I tried system restore and it worked.  This happend after the vista machine was moved into an OU with our standard group policies.  This was our first vista box and i'm thinking thre GPs messed it up.  Is there any solution that doesn't involve system restore?
The only one I found on the net during my search was my second suggestion:  correcting the Log On tab for the service.  Of course, there might be others.

Anyway, glad that the problem was corrected.  Please close the question...
