Gaining Back Administrator Account in Vista WITHOUT Install Disks

Hello Experts of EE.

I'm in a spot of bother and have done something rather silly!

I have a PC running Windows Vista Ultimate, and it had an account on it. A person named "Bob" shall we say. We have decided the PC will go to someone else, so I logged in as Bob who was an admin, created a new account called "Steve" and then logged off Bob.

I logged in as Steve, and deleted the "Bob" profile.

I go to install Office 2007, and find... UH OH. Steve is not an admin!

Vista Ultimate does not have the ability to log in as Administrator by default, and I did not enable it. I have tried several things to enable it while logged in as Steve, but because UAC is asking for permission, it asks for the account to give an administrative password. It is just an SSID string that used to belong to Bob. Because Bob has been deleted, I am in a perpetual loop.

Does anyone know how I can get into a Windows Vista Ultimate Administrator login without having a user with the rights? Steve is only a Standard User.
