Quad monitor display setup on widows Vista

I have a Windows Vista Ultimate computer (quad core) with a 650 Watt power supply and 4gb of RAM.
I have had 4 monitors with windows XP for a long time and I have recently (freshly) installed to windows Vista on a new PC.
I have done research on what needed to be purchased to allow my vista machine to detect both cards. They are both using Microsoft WDDM drivers.
I currently have both cards working (to an extent) and have 3 of the 4 monitors active.

When I try to enable the 4th monitor and click apply the computer will not allow the 4th monitor to become active.
* notes:
- the 4th monitor is the only display that will not let me change the resolution to 16-bit
- I was only able to allow 1 video card until I changed all the displays to 16 bit (32 bit only allowed 2 monitors)
- the computer has slowed down a fair bit since the card has been installed.
