Run as administrator Doesnt work in Vista

the run as administrator command doesnt work in vista (i know there is a alot of security settings, so im sure i need to change something but im not sure what). when i go to install a program on a users account i usually right click on the .exe file and run as (administrator) and put in the local admin information (in XP) . In Vista it wont let me do this. Right click and go to run as administrator and there is no pop up window asking me for administrative information (username, PW). Can some one please help bc its gets tiring when i have to log off and back on  and make the user an admin inorder to install something? ThanksStart Free Trial
