where can I find the secure socket tunneling protocol service file?

I am installing a Verizon air card for accessing broadband service.  I encountered a "cannot make new connection error" 711 message.  Several websites told me to verify the Services in control panel to make sure they were turned on.  When trying to access the Secure Socket Tunneling Protocol Service I received the message, "unable to locate file".  Where can I find this file?

Where can I get a copy of C:\Windows\system32\svchost.exe -k LocalService.  I do not have it on my computer.  I need to insall a copy on my computer.  Where can I get a copy to either download to my computer or install on my computer?

Unfortunately there is a problem with SP1 for Vista, try uninstalling or call this number for help:

1-800 936 4900

Tell them you are having a problem with Internet Connection Sharing and you have narrowed it down to the Tunneling Protocol.

How do I know it is related to Internet Connection Sharing?  I don't use that.
