I have a DELL Dimension E520 with 1GB of Ram. When I bought the system 18 months ago, the performance was great; now all of my applications runs sluggishly. What could cause this? Do I need to format my HD and start from scratch?

i would look to clear out temp files, do your windows updates, virus/spyware scan.
vista should be doing a defrag but it pays to check.
uninstall any apps that you dont need anymore.
then look in event logs and task manager for things to give us a guide
