Vista Windows Installer won't uninstall any programs.

I'm trying to uninstall a program and Windows Installer only pops up a message window with a minute amount of the green bar showing and... that's it. It just sits there and doesn't do anything. Task Manager says it's still running (no 'Not Responding' status) but nothing happens until I finally tell Task Manager to end the task.

It looks like the Windows Installer Cleanup Utility can't install either. I tried a couple of times and it seemed to go through the process to a point and then got the message that something was already being installed so I should wait until that was finished. I know of nothing else being installed.
I ran sfc /scannow and while it was running I left the computer for a bit. When I came back it seemed to have finished and I saw no evidence that it got to a point to "repair the files" unless that is automatically done.
I ran Windows Update and probably because my computer automatically downloads and installs updates every week, there were no updates to run.
I also ran the msiexec /regserver as suggested.
All this done, I am still having the same problem. Installer just seems to hang. I can end it and other programs are still available so the system isn't locked up, just installer.
If you type SERVICES.MSC in the Run dialog box, scroll down to the Windows Installer service.  Is it set to either Manual or Automatic?  (If it is instead set to Disabled, double click it and change it to Manual.)
It's set to Manual... and there is no "Status"; that's blank.
Hmmm.  My Windows Installer service status is set to Stopped, not blank.  Does "Path to executable" say:  C:\Windows\System32\msiexec /V

and if you click on the Log On tab, does it say Log on as: Local System Account
I've seen this before. In my case it was the anti-virus / firewall that was corrupted. It could very well be a network-issue as the installer tries to verify the signature of the setup with a certified authority on the internet. I rebooted into save-mode and the disabled all services and drivers of the anti-virus / firewall. Everything worked after that. I could uninstall the anti-virus and the reinstall. Everything worked again after that. Hope that helps.

Sorry, I won't be back at the office (where the problem is) until Monday. I'll get back to you then.
I'm back in the saddle... I can find no reference to "Path to executable" and the Windows Installer that is listed in TaskManager says: "msiserver" not "msiexec". Within Services.msc, the "Log On As" column says "Local System".
I haven't had time to check out the anti-virus connection but how do I determine which are the "services and drivers of the anti-virus / firewall" that I need to disable?
I was talking about the Windows Installer Service, which is listed as one of the services when you type SERVICES.MSC in the Run dialog box.  If you double click it, you get a Properties page, and the "Path to executable" field is just below the description of the service.  See this screenshot from my computer:

you can go to start,run and type msconfig and you will find all the services and starup programs here........look for "windows installer" service
Can you tell me what anti-virus and firewall you are using? (Brand and version) Please download and run this tool: http://live.sysinternals.com/autoruns.exe You can list all services, drivers and startup-programs and you can sort them by manufacturer. This will reveil which drivers and services are related to your anti-virus and firewall. You can uncheck them and then reboot. If everything works again, then you should uninstall the anti-virus and firewall. If this still doesn't help, then you can re-enable them with the same tool.

It is also possible that you have mallware on your system. You can use HijackThis to scan and then post your log-file for analysis as described here: http://www.bleepingcomputer.com/tutorials/tutorial94.html
Ok, sometimes the obvious eludes me... like double-clicking an entry to get to the properties. Anyway the "Path to executable" does say:  "C:\Windows\System32\msiexec /V" and the Log On tab, does say "Log on as: Local System Account". The "Allow service to interact with desktop" is NOT checked. (ok?)
My anitvirus is Symantec Endpoint Protection Version 11.0.2010.25.
I'll now run the tools Heathcliff74 linked and see what I can find.
I ran the "autoruns.exe" but I can't seem to find where one can sort the results by manufacturer so I can find just the Symantec stuff. I also ran HijackThis and have attached the log.

Hi. I will have a look at your HijackThis-log. In the meanwhile. Could you try to install this version of Windows-Installer: http://support.microsoft.com/kb/942288/en-us It is possible that this installer will also hang. In that case, please mention that here. If it will install the version, then that might fix the problem. If it says that version of Windows installer is already on the system, then you will get the option to do a repair-install. Please try that.

Also, could you please tell if you experience any network-related issues on that machine? If so, please describe them.

I will look at your log and report back if I find something.
The Windows-Installer wouldn't install. Just like everything else, it starts to do its thing but, in this case, a window popped up with the title "Download and Install Updates"; below that it said "The updates are being unstalled."; below that it said "Installation status:
Initializing installation...
Installing";
below that was a progress bar which never showed any progress and after ten minutes, I closed it down using the Task Manager.
I am not aware of any network-related issues on our machines although I've now been having the same problem with Windows Installer on another machine where it says that another program is being installed so I should wait until that finishes before I install (or uninstall) another program. There is no other program being installed.
Hi. You have a few suspicious items in your log. Please verify if these items were installed on purpose. If you're not sure about it, then please let me know, so we can decide wether or not to disable them.

- ACWorkstation (3 items, related to "The American Contractor" which might be spyware/mallware)
- Proxyserver is set to: 148.65.92.217:9877 (Is that on purpose?? If not, this is a serious security risk!)
- C:\Program Files\WinBatch\SaveOfficeStuff.wbt (If you are not sure what this is, post the file please)

If you are sure about removing these items, you can check them in HijackThis and click the "Fix" button. Then wait a few seconds and rescan to check if they are really gone. You might want to reboot afterwards. If the items you fixed do reappear after a rescan, then please tell me.

Before you fix the proxy-item be sure you are not legitimitly using this proxy or else you might loose your connection to internet.
Please try the above first. If that doesn't help you might want to try this:

- Boot into safe mode
- Start the Windows installer service manually (I'm not sure you can do this!)
- Try to install the new version of Windows Installer (you downloaded it previously)
- Reboot
The ACWorkstation is legit as well as the SaveOfficeStuff. I'm not sure about the Proxyserver but I notice that in the Registry that entry is right next to one (HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\ProxyOverride = officeappliance;90.0.0.2;<local>)  that refers to an old file server (officeappliance;90.0.0.2) that we no longer use (it isn't even connected to our network any more). We also used to connected to the internet through it. Do you think I would be safe in deleting these?
Well, I checked the proxyservers. 148.65.92.217 seems to belong to Starband (Spacenet) satellite internet service. This is a proxy of them. Other items in your log tell that you have software from Starband installed. So they seem to be your ISP or something. The porxyoverride just tells, that that server is an exception to the normal proxy-settings. So it doesn't matter. You could try to disable the Starband-proxy by opening Internet Explorer, go to Tools / Internet Options, tab Connections, click Lan Settings and uncheck the proxy. If your internet connection still works, you're probably better off without the proxy. The proxy-override really doesn't make a difference. You could try to start the uninstall with the proxy turned off and see if it works, but I'm not sure if it helps. If your internet doesn't work anymore you should re-enable the proxy.

If this still doesn't help I think there are 2 possiblities left:
- Your anti-virus (Symantec) is corrupted
- Your Windows Installer service corrupted
Because everything else seems to be just fine. You could try to run CCleaner: http://www.filehippo.com/download_ccleaner/ This possibly cleans up corrupted software on your computer. Please use it with care. Read the manual. This is worth a try!

You could also try uninstallation in safe-mode as I described in an earlier post. Not sure that works.

If you want to disable Symantec, you can do that with Autoruns. You can use the Search-button and disable everything releated to Symantec. You can also use this tool if you like: http://www.softpedia.com/get/System/System-Info/ServiWin.shtml You can sort on manufacturer and disable the drivers and services, but you should write down the original values in order to be able to restore them if necessary. If that fails too. We need to find another way to clean up your Windows Installer. But first report back about the suggestions above please.
Also try deleting the contents of your temp-folder:

Start > Run: %temp%
When it opens click Edit > Select All > Edit > Delete
As a last resort you could also try to do a system restore to a point where everything was still working.
1. Your suspicions are confirmed; the Windows Installer Service will not start in Safe Mode.
2. Starband used to be our ISP about two years ago. I checked in the Internet Options\LAN settings and even though Use Proxy was not checked, in the box where one would put the address was the grayed-out 148.65.92.217. I checked the box which made the address accessible and then deleted it. I ran HiJackThis again and it was no longer listed there. I also deleted the ProxyOverride entry.

3. I deleted everything from the temp folder as you suggested.

It's odd. I was able to uninstall one program in Safe Mode but not another program and then in Standard Mode, I was able to uninstall a faxing utility program using the ControlPanel\Programs\Uninstall but immediately after that another program would not uninstall.
Next I'll download ccleaner and see if that might help.
Okay. Well, I experienced unregular behaviour of (un)installation in safe-mode before. Some programs can and others can't be installed in safe-mode. You might want to try installing the Microsoft Windows Installer CleanUp Utility in safe-mode. It might work. http://download.microsoft.com/download/e/9/d/e9d80355-7ab4-45b8-80e8-983a48d5e1bd/msicuu2.exe If it works, then try running it (first try in safe mode, but also try after normal boot). This tool can resolve alot of installer-issues once you manage to get it installed on your system.
The Clean Up Utility will not run in Safe Mode and in Standard Mode it starts but then hangs shortly.
Also after CCleaner?
Yes, even after CCleaner. Now, I don't remember which of the utilities I've run found them, but there were quite a few (20+?) Installer and Uninstaller issues that were found and fixed. But even then it made no difference.
Hmm.. I'm beginning to run out of possibilities. From all my suggestions, I think there are 2 you didn't try yet. Please concider these possibilities:

- Uninstall / Disable your anti-virus and firewall
- Use system restore to go back to a restore-point where everything was still working.

To uninstall / disable Symantec there are 4 possibilities (my best bet would be the fourth possibility):

- Disable the anti-virus and firewall in the Symantec menu (although this is the easiest, this probably will not be sufficient if Symantec is the cause of your problems)
- Use Autoruns and use the Search-button to disable everything releated to Symantec.
- Or you can use this tool: http://www.softpedia.com/get/System/System-Info/ServiWin.shtml You can sort on manufacturer and disable the drivers and services, but you should write down the original values in order to be able to restore them if necessary.

Afterwards reboot and try the uninstallation.
Could you check your eventlog (probably the application-log) to see if there are any errors relating to Windows Installer. If so, please report them here.
You could try these 2 commands:

MSIEXEC /UNREGISTER
MSIEXEC /REGSERVER

If this fails, then reboot in safe-mode and retry.
Or try these 2 commands:

You said some programs actually can uninstall, but others don't. Can you uninstall the Windows Installer and then reinstall?
1. Searching the event log, there were no instances of "install".
2. Tried:
MSIEXEC /UNREGISTER
MSIEXEC /REGSERVER
in both Standard and Safe Modes; no change.

4. Windows Installer is not in the list of applications to uninstall. There is an entry for "Windows Live Installer" but I believe that is the installer for "Windows Live" programs like "Windows Live Messenger" and "Windows Live Gallery". So how would one uninstal "Windows Installer?"
5. It's been about a week since I started this question and I am reluctant to use a restore point for fear of losing a lot of stuff.
I guess I'll use the Symantec Removal Tool next, altholugh it seems like we're just shooting in the dark anymore.
1. Could you please check again. Open 'Event Viewer', go to ' Windows logs' and then 'Application'. Click 'Find' and type 'MsiInstaller'. There should at least be some events. If there are any errors, please report them. Also look for any other install-related events please.
4. Then it is never updated. You just have the version that came with Windows and that can probably not be installed.
5. A system restore will restore the registry, executables and libraries. It does not affect your documents. You didn't install or uninstall much in the mean time, so I guess this is safe.

Although it looks like shooting in the dark, disabling the anti-virus / firewall was my very first suggestion. I can't guarantee anything, but most times I've seen these kinds of problems it was due to corrupted anti-virus and firewall installations. I agree you have a very stubborn problem. But all my suggestions are known solutions for Windows Installer related problems.
You were right about the Event Viewer. I'm not sure why I didn't find them there the first time around.
I've attached the MSIInstaller source errors and warnings.
As I'm sure you can guess, I'm a newbie in Vista. I was looking at System and Maintenance\Backup and Restore Center and I don't seem to find the proper procedure. "Restore Files or your Entire Computer" gives two options; one to 'Restore Files' and another to 'Restore Computer'. Selecting 'Restore Computer' tells me it is going to reformat my hard drive and replace all programs, files, folders and settings. This does not sound like it is going to leave my documents. So is this the right place?
If I click on the selection in the left pane to "Repair Windows using System Restore" or the "Use System Restore to fix problems or undo changes to Windows" below, I get the message "The System Restore wizard is already running."
So now, back to disabling the anti-virus/firewall. I will now run the Symantec Removal Tool.

Ohmygod! Another problem. (maybe) I ran the Norton Removal Tool installation, it tells me that "Symantec Backup Exec System Recovery" and "Symantic Antivirus 9 or later" are installed on the computer and that they must be removed through "Add/Remove Programs". Since that won't work, I ran the Norton Removal Tool installation again and this time it didn't give me that message but instead listed about 20 programs that will be removed and they are all "Norton" products. No "Symantec" products are listed and the two products I have installed are "Symantec Backup Exec System Recovery" and "Symantec Endpoint Protection". So I searched around and found this on a Norton Removal Tool download site:

Wow! Okay.. That's a lot of info, but that will get us somewhere... hopefully.

One thing at a time. I looked at the MsiInstaller events. Some remarks:

- Most of the events concern "Detection of product..." (Event-ID 1001 and 1004). This can generally be ignored. It is more like a warning, but not the cause of the installer problems.
- Event-ID 10005: "Symantec System Center -- This version of Symantec System Center does not support Windows Vista platforms." That is somewhat alarming. It seems you have Symantec products (not sure which ones) that are not compatible with Vista. This might be related to the Windows Installer problems, but I'm not sure.
- Event-ID 10005: "Symantec Endpoint Protection -- Symantec Endpoint Protection has detected that there are pending system changes that require a reboot.  Please reboot the system and rerun the installation." This confirms that the installation of Symantec products did not complete correctly.
- Event-ID 1015: "Failed to connect to server. Error: 0x800401F0". This occurs multiple times. It might be important. I will get back on that.
- Event-ID 11500: "Error 1500. Another installation is in progress. You must complete that installation before continuing this one." This also occurs multiple times.

Events 1015 and 11500 are directly related to your problem. Event 1015 "Failed to connect to server" confirms my very first suspision, which made me ask you about Firewall and network problems. I've seen the installer hang before and that was related to a corrupted firewall which would disrupt all network traffic. The installer often checks certificates in an install-package online. This fails now and it hangs.

You used the correct link to "System Restore" but you probably tried it twice and resulted in "The System Restore wizard is already running." I'm afraid that is because it also needs the Windows Installer. On the first launch it will hang and the second time it says it is already running.

I'm confused about your message about Symantec / Norton. First of all, Symantec releases all the Norton products, so Symantec and Norton can be concidered the same. The link I provided earlier is specific for "Norton 2009/2008/2007/2006/2005/2004/2003 products": http://www.symantec.com/norton/support/kb/web_view.jsp?wv_type=public_web&ssfromlink=true&sprt_cid=1a13409b-29db-4397-a286-9dec49f8e252&seg=hho&ct=us&lg=en&docurl=20080828154508EN But you say you have "Symantec Backup Exec System Recovery" and "Symantec Endpoint Protection". From the events I can conclude the Symantec / Norton install is probably corrupted. The installation is still "In progress". Probably because it was not meant for Vista. After all, I don't think you have Norton Anti-virus or Internet Security. But you Symantec / Norton product do seem to cause your Windows Installer problem. I think you downloaded another version of the Symantec Removal Tool. I'm not sure if you should use that version or the version I linked to, but to me it really seems to be necessary that you remove the Symanctec / Norton products that you have installed on your machine.

Maybe running the removal tools will also make the Windows Installer believe the installation is not "In progress" anymore. But it might also be possible that Windows Installer will remain in the state of an installation In Progress.

I will have a look if it is possible to get around the "installation is in progress" and "Failed to connect to server". But in the mean time, I think you should try the Symantec / Norton removal tools.

At least we are not shooting in the dark anymore ;-)
This is a possible solution for "Failed to connect to server":

Extract the contents and run the batch-file. It might take a while and you can ignore any errors it may produce.
Another possible solution: Uninstall and reinstall Client for Microsoft Networks.

Control Panel / Network and Sharing Center / Manage Network Connections
Right click your network conenction and open the properties.
Select Client for Microsoft Networks
Click Uninstall
Click Install, select Client and select "Client for Microsoft Networks"
Click ok

In the meantimge, I did try the Norton Removal Tool. During installation, it tells me that "Symantec Backup Exec System Recovery" and "Symantic Antivirus 9 or later" are installed on the computer and that they must be removed through "Add/Remove Programs"... but I cannot remove them from "Add/Remove Programs" because they both just hang when clicking "uninstall".
I understand Symantec and Norton are "one and the same" but that information about which programs the Removal Tool will uninstall, I got at http://www.softpedia.com/get/Tweak/Uninstallers/Norton-Removal-Tool.shtml . Nevertheless, the Removal Tool does tell me that the two Symantec products need to be removed first before it will run. Now, is that a Catch-22 or what?

Now as far as Vista compatibility. I'm not sure what the "Symantec System Center" is but I am using version 11 of Endpoint Protection and on the Symantec website

I've tried to be very careful about the Vista compatibility issue because we currently still have both XP and Vista on our 5 machines and I didn't want it to become a problem. (Famous last words.)
The link you provided is the source of the "Norton Removal Tool.exe" that I used. In fact I just downloaded and tried it again with the same results. So that just will not do it. It wants me to uninstall my two Symantec programs first before it will run.
So now, do you think I should use Autoruns.exe to disable everything from Symantec? Do think everything that Symantec uses will display "Symantec" as the publisher?
Okay. Too bad the removal tools don't work either. As shown in the eventlog the "Symantec Endpoint Protection" did not install correctly. It says reboot and try installing once more. Please try installing "Symantec Endpoint Protection" again. Try running the setup and install. If it says it is already installed, then you might be able to choose for a repair-setup. This might actually work, because the might be the installation that is "still in progress".

If that doesn't work, then please try my other two suggestions ("Repair permissions" and "Reinstall Client for Microsoft Networks") first because that might work too and they are less intervening.

If that still doesn't help, then please try to disable all Symantec / Norton products with Autoruns (search for both "Norton" and "Symantec").
Ok. I'll get back to you. I actually have some work I need to get done so I'll come back to this problem after that. Keep your fingers crossed.
I tried "Repair permissions" and "Reinstall Client for Microsoft Networks". Didn't work. Used the installation process for Endpoint Protection and found both a "Repair" and a "Remove" option; tried both. The "Repair" option went through its paces but made no difference and the "Remove" option just didn't work; hung up again. Used Autoruns to disable all Symantec entries (there were no Norton entries). Unfortunately, this caused all kinds of problems. I was no longer connected to our LAN nor could I access the internet. It said there was a problem with the Broadcom controller card but as soon as I re-enabled all the Symantec entries using Autoruns, everything works again but, of course, Installing and Uninstalling.
Hmm.. This really doesn't look good. You seem to be totally locked in by a corrupted Windows Installer.

Maybe you could try to uninstall something and see what events are still written to the evenlog by MsiInstaller (look at the time of the events and see which ones are added at the moment you try to uninstall). Events 1015 and 11500 seemed to be the problem. Maybe one of them is solved now. I hope there is, because that would mean we got a little progress at least.

One more possible solution: Could you disable all network connections, reboot and try to uninstall something? Disabling all network connections could be a workaround for the corrupted components.
I disabled the one network connection that I have, rebooted and tried to uninstall a program. No go.
Then I re-enabled the network connection and after trying to uninstall a program at 9:13 AM, the only entry (time-wise) that I could find in the Event Viewer was this:

I'm sorry. But I'm at a loss here. I really can't figure out what's wrong with your machine. I do hope someone else here has a solution for you. If something else comes to my mind, then I will post it here. I thought of something. I've seen this work before on corrupted Vista installations:

Perform an in-place Vista upgrade:

1. With Windows Vista running, insert the Windows Vista CD/DVD (since you have SP1 installed you probably need DVD of Vista with SP1 integrated!)
2. Run Setup.
3. When prompted, select Upgrade.
4. The process takes a LONG time.

All your Programs, Data and Settings SHOULD be preserved. No guarantees though!

Hi, I stumbled upon another possible solution for you (if you didn't reformat your drive in the mean while). But this is quite intervening as well and it is no guaranteed solution. Your problem looks like another problem and that turned out to be something wrong with the permissions on the c: drive.

For this to work you have to boot another operating system (either currently on your system, from a live CD such as bartpe, or by putting your hard disk inside of another computer).

If you are making a live cd like bartpe, make sure you put the following command-line tool onto the cd. Otherwise, download this file on the OS you will boot into:

Download "takeown" from:
http://www.petri.co.il/download_free_reskit_tools.htm

- Boot into the live cd or other OS
- Open a command prompt
- Run: takeown X:\
(where X:\ is the drive of your broken installation)

Note that Windows Vista contains a built-in tool named takeown - if you are repairing your windows installation on another Vista computer or from a Vista livecd, you will need to use the downloaded takeown, not the built-in one.

- Boot into the broken installation of Windows
- Go into my computer
- Right-click on your windows drive, click properties, click security tab
- Click the edit button
- Click add
- Type: administrators
- Press enter
- Put a check mark next to full control
- Click OK
- Click OK again to exit out of the properties screen

We're now going to use a command-line utility to restore the permission on your system drive to what they used to be.

- Click start
- Find command prompt, right-click, click run as administrator
- Type the following commands, pressing enter after each one:
(assumes drive C: is your system drive)

icacls c:\ /grant SYSTEM:(F)
icacls c:\ /grant SYSTEM:(OI)(CI)(IO)(F)
icacls c:\ /grant Users:(OI)(CI)(RX)

Thanks for the continued suggestions. Since I can actually get work done on my computer, I'm now just doing that while I await a "hired gun" to come next week to see if he can find the problem with the "hands on" advantage. I sent him a log of this question and will also give him your last suggestion when he arrives. Thanks again for all your help and I will come back with the results of my next move.
I thought I would go ahead and download "takedown" as you suggested but I could find no reference to "takedown" on the page you linked. I did a search on that website and couldn't find anything that was obviously what you were referencing.
Look for "TakeOwn", not "TakeDown".

Also, I would still suggest to perform an in-place Vista upgrade, as described earlier. This will "upgrade to the same version". The upgrade also does a lot of repairing, like corrupted system files, drivers and permissions. If you are able to disable the anti-virus (from Norton control center) then do that first to get the best chance of repairing any corruptions. Your programs should still work, because most programs will ever survive an in-place upgrade from Windows XP to Windows Vista. The upgrade process takes quite some time, but you could start it when you leave and check the results when you're back. Good luck.
You might want to try this.

Open the task-manager. Kill all instances of the process msiexec.exe. Try to uninstall again.

This is very easy, but it could work. I'm not sure if this will completely solve your problem, because if it works, you might have to do that after every reboot, until the problem is fixed completely. I think one corrupted installation is does a failing attempt to autorecover and then crashing the windows-installer on every reboot. If you manage to uninstall programs this way, you might want to try uninstalling the symantec programs that seem to be the cause of this.
Hmmm. All of that has already been covered in this odyssey. As previously reported, Symantec won't uninstall either and trying to use their uninstall tool only results in the message that I need to uninstall the two Symantec programs that are on my computer before it can uninstall. (Makes a lot of sense, huh?) Right now I have a call out for a technician who is going to come by and take a look at the problem so I'm just going to wait for him now.

Maybe I haven't made it clear. I thank you for the "three possibilites that haven't been evaluated yet" but I don't know what the count is of the possibilites that have been evaluated (and failed). I did kill msiexec and tried to uninstall Symantec and, needless to say, that did not work. I'm very frustrated and I (and my business) cannot afford to spend any more time with the problem. I will admit some of the suggestions are beyond my comfort zone like takeown.exe which said "Using this tool, you can delete an installation of Window 2000 from a local computer." I don't want to make a bigger mess than I already have so I will swallow my nerdish pride and hire the help I need.  I will give the technician a printout of this question/replies and I am sure he will be able to get a lot of good out of it; more than I could. Thank you for all your input. If I had more experience, I'll bet something you have submitted here would work.

Although I probably won't be very good in explaining this since I'm sort of medium tech not high tech; there was some sort of problem with my system with its restore points. The fellow I hired was able to do a Vista refresh as was suggested here. I just got maxed out on trying solutions that I didn't understand. Anyway, perhaps this will be of help to others if they should (God forbid) have a similar problem. I was also having a seemingly similar problem with another computer but it turned out to be, in that case, a partially installed Symantec Backup Exec, I had tried to uninstall it to no avail but he had some utility that actually worked. I'm sorry I can't tell you what it was since I neglected to ask. After reinstalling it was working fine.
