Have you installed the RSAT tools for Vista:

The Microsoft AD team has a good blog about it here:

We are using Windows 2003  not windows 2008.

We need to upgrade GPMC on windows 2003 Active directory server so we can handle Windows Vista Clients.

Even if you have Windows 2003 AD servers, you would need RSAT tools for Vista to manage Vista policies.

...would it be much effort to explain what that exactly means?
2003 is not vista aware. However, all legacy (2003/xp/2000) policies 2003 distributes should work on vista without any problems.
To implement the new vista policies, install RSAT like you were told. You have to install it on a vista client (usually the workstation the network admin uses) and connect to your server using GPMC 1) elevated and 2) using a domain admin account.

Mcknife,
There are lots of policies which I can't control from GPMC on 2003 such as Vista comes with Internet explorer 7 and there are features in IE 7.0 which I couldn't find in current GPMC, which is installed for Windows XP.

What all I want to upgrade the GPMC on 2003 server to make compatible for Windows Vista so I can get all the policies as same I used to have for windows XP from GPMC.

We know what you try to achieve, so please try the suggestions. There is no way to "upgrade" GPMC. But you could of course import the ADMX files (administrative templates for vista, IE7/8 and so on), but believe me (as I did it myself), installing RSAT on your vista machine is by the way to go.

When you install RSAT then do we need configure GPMC from Vista machine for all Vista Machines or from Windows 2003 Server?

by: McKnifePosted on 2009-06-22 at 17:05:24ID: 24687794

GPMC is part of RSAT. You install RSAT and start GPMC. Then it connects to your domain controller and you can configure all policies you like including the vista GPOs.

I have downloaded and installed RSAT on my Vista machine and get connected to GPMC but it is connected to old GPMC which is installed on Domain controller and I can't see any new policies.
What RSAT does, actually it only let you to connect with GPMC and didn't give me new features/policies and I need upgraded GPMC on server as I used to apply for Windows XP machine

by: McKnifePosted on 2009-06-29 at 21:47:32ID: 24742339

Please... read the documentation on RSAT - what do you think we are doing here? Misleading you the whole time? :) I am using it and I already used it back then when we had a win2k DC here - and I had the new policies at hand. You don't get connected to GPMC - what are you talking about? You install RSAT, then open appwiz.cpl and open add/remove windows features. Then you select which subcomponents of RSAT you need to install, amongst them GPMC. Next step: login as domain admin at your vista client, open mmc (elevated [rightclick - run as administrator]as always) and add the snapins you like - active directory users and computers, GPMC... and save that mmc-config as "domain.msc" for example. Then open those to connect to your DC - you don't connect to its GPMC, you start your own. Then you will see all new policies and adminitrative templates.

There is no upgrade for GPMC on the 2003 server,   Go through the procedures above.

Thanks

Mike
