I've seen this issue before, and it was fixed by resetting the internet explorer settings which you can do by going to:
Tools > Internet Options > Advanced > Reset.
I don't know if this will work for you, but it's worth a try :-)
Another solution could be this, though it applies to IE7 on of XP SP3 it might also work on Vista, just remember to back up your registry before making changes.
If you are unable to see/enable the Terminal Services ACtiveX control in IE7 on XPSP3, as a workaround can you try deleting the following registry keys:
HKCU\Software\Microsoft\Wi
HKCU\Software\Microsoft\Wi
Once you delete these keys, the activeX control should be enabled in IE7 and/or IE8
