Bingo! I had attempted to regidter that DLL earlier, but not with the run as.... Administrator. I keep forgetting that being logged in as administrator doesn't always mean you run everything as an administrator.

I have the exact problem reported in teh XP forum except the solutions presented there do not apply to Vista. I am running a full Malware scan on my system now but want to check if anyone has a solution for this problem on Vista.

Windows Vista Ultimate SP2 (32-bit)

Click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.
This opens an elevated Command Prompt window. Now, type the following and press ENTER:
