When I want to connect from Vista to XP, I write the IP, \\a.b.c.d and connects but when I write the computer name as \\targetComputer or from network sharing, I cannot reach the machine. Why? and What to do?

I will be following your steps asap. Since I am not in that work env., I will be probing your solutions I guess on Thursday.

The machines are not in a domain. Do you think hosts file will suffice. I mean, it's okay while I am surfing some banned sites with the values I add for those sites to that file but I am not sure it will be working in my case.
To be more precise for the problem, I am now providing you a screenshot of another machine (not our case), that has no problem but when I write \\HostName in other problematic machines or simply by clicking "show workgroup computers", simply it gets stuck.
