if it's the local computer (the one you want to run the script on) the command is:
Local Computer:
shutdown /r
remote computer:
shutdown /r /m \\computername
You could then schdule the tasks.
Run the task scheduler: taskschd.msc
Then Choose Create Tasks, Check "Repeat Every" "15 minutes" for a duration of "1 day"
Or whatever timeframes make sense for the troubleshooting.
Under the actions tab specify "shutdown" as the program and "/r" as the argument.
Under the conditions tab check if you want the task to only start when idle or stop when computer ceases to be idle.

you could write a simple batch file and have it execute remotely to the machine. shutdown /r /m \\computername
insert pauses or something.
